is this cable 16 AWG or 18 ?

The cabling is thick and I barely got the cover on my HP Z620 without training the cables to fit. I would guess they are #16 AWG but without actually measuring them, that is just a guess :0).

Does this work with the new rtx 3080?

It should work, but take into account your Power Supply's limitations on the rails you're loading up like that. If you don't have the proper 8 pins for the 3080, you're probably not using a Power Supply that can handle what you want. If you're buying a 3080, buy a PSU that matches.

Can I only use one 6 pin and connect the 8 pin to my gpu?

Can’t tell you for sure, but I would bet it is designed to work with all connections being utilized. A single 6 pin trying to power an 8 pin connection is probably too much load for the 6 pin. My computer had 2 extra 6-pin connectors so this worked perfect for me to run my single 8 pin 1070. If you have one 6pin power connector available but want to run an 8 pin gpu, I would run a 6pin gpu instead or upgrade the PSU to handle the extra power.
