I want them to float - assume I will therefore need helium - can the foil and latex balloons (not the letters) handle helium?

All balloons take helium other than the letters which come with string and loops to hang them up. Would advice blowing up the latex balloons last min as they floated for 8 hrs max

Can you use an electric air pump to inflate these?

Yes but we don't suggest customer to inflate with electric air pump, especially for the foil balloon cause it's not elastic, so please inflate slowly.

Do we receive it inflated?

No, all the balloons are brand new without inflate and it will comes with one straw to inflate it.
