I do not know for sure but it acts like it is a sponge leather which holds the sharpen powered but I have only used it once to date.

It should work with any gouge that fits the dimensions, but it is not a sharpener. It will polish and bevel. For a sharpener, you need a stone (which Amazon also sells).

Will this work on the old timer 24ot ?

It may. I used it on old lathe tools and it was a complete failure. My tools were really dull and they never got completely sharp, no matter how much I tried to sharpen them.

what is considered the best inexpensive kitchen knife sharpener?

If you know how to use the knife you'll only need two things a sharpening steel and a two-sided wet stone. If you're not abusing the knife and it is a good one you don't need to spend a lot of money.
