Would this be suitable for a 3 year old?

Yes :) It’s super cute and quite long on my 3 year old

Would this be ok for an 8 month old after swimming or would it be a bit big?

Too big, however I bought this for my son when 9 months old and even though it was big-isch it was very handy as I simply could wrap him up init and he was dry within seconds. He is now 21 months old and it still fits him! 🙂 Very happy with the purchase x

Can you wear it as a poncho?

it is towel material not poncho but it has button ties under each arm so can be worn
