Are these socks over the knee (thigh high length) or regular knee socks? Anyone have a measurement they could provide?

Hi there! They're 25" long and I'm 5'4" and they can go over my knee. The elastic is very snug so they will stay up.Hope this helps.

Would these work for a 10 year old girl?

oh Heck Yeah! The socks are kinda long, they go about 4-5 inches above my knee (5'5") but I think a 10year old would rock that so well with their tiny legs they would go way up! As for the arm warmers, they are basic and comfy.
