Is this work with t15 tip

Yes, Hakko T15 tips work with the KSGER T12 soldering station.

How to change tips on ksger t12? need to turn off base station first? or change settings? or just remove and replace without concern?

In the menu there is an option to choose the tip you are using. If it isn't in the list of tips you can dig deeper in the menu and add/remove tips from the selection list from a master list of all tips. If I recall, once you select the tip it might throw some errors on boot untill it calibrates itself to the new tip. You won't need to do anything except turn it on and off maybe, just don't think anything is wrong, it is normal.

is any part a diy kit? do not want a diy kit where you have to solder any part of it before use.
