"Stealing" strings may be illegal. Try not to do it. "Steel-strings" - yes, it applies to this guitar.

do you have to string this guitar or are those extra strings?

It comes strung and all you have to do is tune it. You can use the computer for tuning. You can get the sounds to play. There were no extra strings as far as I know. I bought this guitar for my son and he has it at his place. Hope this helps and I hope I am right about the strings on there. You might consider contacting the shipper and also check the comments to see if anyone mentions a string issue.
